Dagestan in expectation of military aggravation

For the past two weeks the number one subject of discussion in Dagestan has been the address of Commander (Amir) of Dagesatni Mujahideen (freedom fighters) Rabbani Halilov to the Republic’s citizens including police officers. The address has been actively distributed on leaflets in Dagestani capital Makhachkala and other cities of the Republic.

In his address Commander Rabbani strongly denies any allegations against him in masterminding the blast at the rally in Kaspiisk in May 2003. He is accusing the pro-Moscow puppet structures of Dagestan and the head of the Makhachkala puppet regime Magomedali Magomedov of committing that most serious crime, as the address says, and of genocide of their fellow people.

At the same time the Commander of Dagestani Mujahideen claims responsibility for the elimination of the police officers, FSB agents (Russian Federal Security Service, former KGB) and agents of the Republic’s prosecutor’s office. Commander Halilov explains that these pro-Moscow forces have launched a real war against Dagestani Muslims and against the Islamic Jamaat. The victims «undergo severe tortures, their human dignity is humiliated, their religious principles are being mocked at, and they get beaten to get confessions to the crimes that they did not commit, when any methods of physical violence and suppression of personality are used, which even butchers at fascist concentration camps were not even thinking about».

In this connection Commander Rabbani Halilov warns each officer of the pro-Russian police and secret services that any of their participation, whether direct or indirect, in the war against Muslims makes them enemies and the retribution will inevitably catch up with them.
 
Vesti-Dagestan news program dedicated a special edition to that topic, which caused deep resonance in the Republic. Abdulmanap Musayev, Chief of Press Service of the Republic’s Police Department (Ministry of Internal Affairs) at first made a comment to Commander Rabbani’s statement, but later he tried to deny his own comments before the program got on the air, but it was too late.

It was also announced that Dagestani Police Chief (Minister of Internal Affairs) Adilgerei Magomedtagirov was gathering a press conference concerning the statement made by Commander Rabbani Halilov. But at the very last moment something made the Police Chief change his mind and the press conference was cancelled. This information was reported by Yaseen.ru edition.

Two most popular Dagestani weeklies dedicated their columns to the statement of Commander of Dagestani Mujahideen: 'Novoye Delo' ('The New Cause') and 'Chernovik' ('The Draft').

Reports about elimination of pro-Moscow police officers and secret agents come in each day in the middle of this entire fuss around Commander Rabbani’s statement from Dagestan. Last Saturday morning it was reported that another FSB agent was killed in Makhachkala the night before. He was shot dead in the backyard of his own home.
